On Wednesday, November 12, Congress passed a continuing resolution (CR) to re-open the government after a record 43-day government shutdown.
The CR funds the government at current levels through January 30, 2026, and passes full-year appropriations for the Agriculture-FDA, Military Construction and Veterans Affairs, and Legislative Branch appropriation bills. The CR extends the Medicare telehealth flexibilities through January 30, 2026, and reinstates federal employees who were fired during the shutdown.
The bill notably does not include an extension of the ACA subsidies, which are set to expire on December 31, 2025. Senate Majority Leader John Thune (R-SD) agreed to hold a vote on the Senate floor on the ACA subsidies in early December as part of the deal to re-open the government, although House Speaker Mike Johnson (R-LA) has not made a similar agreement.
